Pastworld by Ian Beck

Imagine if you could travel to Victorian London for a vacation, no time travel involved, just a short ride on an airship. Everyone would dress and talk like it was the late 1800's, food would cost one shilling and sixpence and there would be no cell phones, computers, or electricity. In Pastworld you can do just that, thanks to the Buckland Corporation. They've created a theme park of sorts that exactly duplicates Victorian London. But when a serial killer, the Fantom, begins murdering residents and tourists, the excitement increases to dangerous levels.

A wonderful cast of characters, a little bit of science fiction, a thrilling mystery, and some great historical elements combine for an exciting novel in Pastworld by Ian Beck
